Greeley Demands Better Applauds City Council for Setting February 24, 2026, Vote on Cascadia PUD Repeal

Citizen-led effort clears final hurdle after volunteers collected signatures twice to ensure public voice

“We are grateful the City Council chose to listen to the will of the people,” said Rhonda Solis, Co-Chair of Greeley Demands Better. “Greeley residents worked tirelessly—through delays, legal challenges and every hurdle imaginable—to make sure their voices were honored. Tonight, democracy prevailed.”

“This vote didn’t happen because developers wanted it. It happened because Greeley citizens refused to back down,” said Brandon Wark, Co-Chair of Greeley Demands Better. “We look forward to giving voters the transparent, fact-based information they deserve before they decide the future of their city.”

Greeley City Council Meetings are held on the 1st and 3rd Tuesdays of each month in the City Council Chambers.

Meetings are conducted in a hybrid format, with a Zoom webinar in addition to the in-person meeting in Council Chambers. Members of the public are also invited to choose how to participate in Council meetings in the manner that works best for them.

We came together as a nonpartisan, grassroots coalition because we believe Greeley demands better than a $1.1 billion financial risk with no guarantee of return.

At the heart of our campaign is a simple principle:

Public Risk. Private Reward. That’s NOT how Greeley does business.

The city’s approval of the Cascadia West development financing and zoning plan puts taxpayers on the hook for over a billion in long-term obligations, mortgaging major city buildings — including City Hall, the police station, bus stations, and fire facilities — to back a private developer’s entertainment district. The developer assumes no equity risk and is guaranteed millions in profit no matter what.

We’re not opposed to growth or revitalization. In fact, we welcome investment that reflects the values of this community and shares the risks and rewards fairly. But this deal doesn’t do that. It was crafted behind closed doors, rushed without voter input, and undermines the city’s credit, priorities, and trust.

We believe Greeley can grow — responsibly, transparently, and in a way that benefits all of us, not just a few. That is the purpose of our 100% Greeley-driven grassroots citizen’s initiative, Greeley Demands Better. Join us!
